Kickoff meeting with Board and key stakeholders
Identify important milestones and key deliverables
Develop a Community Facilities Task Force (CFTF)
Establish comprehensive communication and media plan
Assist the district with communication and messaging throughout Phase 1
Identify existing technical data and additional information necessary. Examples include: current building condition reports, study and survey, district bond/levy history, facility safety audits, energy efficiency analysis, tax rate and debt capacity review, student enrollment projections, capacity analysis, and preliminary School Construction Assistance Program(SCAP) support
Assist the district with communication and messaging throughout Phase 2
Lead the CFTF through the technical data findings, research and information
Assist the district in helping procure design, estimating or other consultants
Coordinate preliminary outreach with local AHJ's
Perform deep stakeholder/community engagement and outreach
Assist the district with communication and messaging throughout Phase 3
Lead the CFTF through a comprehensive process of reviewing technical data and qualitative input to inform their decision-making process
Assist the CFTF in developing draft recommendation(s) for Board review and additional community input
Work closely with the CFTF to establish recommended election timelines
Assist the district with communication and messaging throughout Phase 4
Assist the Board in significant staff and community outreach to determine which CFTF recommendation best aligns with the community’s priorities. This often includes the use of survey tools, staff and community input sessions, informational flyers/mailers, and the possible use of a statistically reliable phone survey
Assist the district with communication and messaging throughout Phase 5
Assist the Board in evaluating stakeholder feedback and helping identify which approach best aligns with the community’s priorities
Once a decision is made, establish a comprehensive bond/levy information campaign that includes specific deliverables, timelines, and factual-based materials
Develop a Bond Oversight Committee (BOC)
Assist the district with communication and messaging up through the election date
